Falsifier

What would show a standing grant was wrong to give, and what watches for it (greenhouse decisions/0615). A position whose falsifier nothing watches is not granted (greenhouse decisions/0613 §1): a flag that is gone looks exactly like a flag that is obeyed. So the falsifier names `watcher` — the operation of the house that looks — and `withinSeconds`, how recently it must have said it looked and found nothing. A watcher that went quiet is not green: past that window the grant lends nothing.
